A good order for most apps:
- Screens and navigation with placeholder content.
- Data: tables and fields from your brief; add a few sample records.
- Main flow working: a user can complete the most important task.
- Logins and permissions: who sees what.
- Polish: look, messages, mobile layout.
End each stage with a test: "I can submit a request and see it in the staff list."
